Clinical Observations Access Service (COAS) Service used to retrieve clinical information about a person.  The information may be of many types (text, measurements, wave forms etc.). Enables clinical information retrieval across heterogeneous systems requiring interoperability.  Benefits clinician, patient, manager, educator, and researcher stakeholders. Adopted; implementations available
Resource Access Decision (RAD) Service used to obtain authorization decisions and administrating access decision policies for medical information. Mitigates risk of unauthorized disclosure.  Benefits patient stakeholder primarily. Adopted; implementations in progress
Clinical Image Access Service (CIAS) Service used to retrieve and manage images. Enables affordable clinical image retrieval and management across heterogeneous systems requiring interoperability.  Benefits clinician, patient, educator, and researcher stakeholders. Summary List Management Service (SLIMS) Service used to compile and manage medical summary lists. Enables transfer of healthcare summary lists across disparate systems.  Primarily benefits clinician and patient stakeholders. RFP issued; submission development in progress
Health Information Locator Service (HILS) Service used to locate the segments of a distributed patient record. Enables diverse systems to interoperate; locates information in spite of system differences.  Benefits all stakeholders. RFP issued; submission development in progress
Health Data Interpretation Facility (HDIF) Service used to aid decision support activities. Expedites analysis of health information retrieved from heterogeneous sources.  Primarily benefits clinician, manager, educator, and researcher stakeholders. RFP issued; submission development in progress
Medical Transcription Management (MTM) Service used for transcription of clinical information about the patient - to be entered into the patient record. Enables transcription services to be distributed over Integrated (healthcare) Delivery Networks in spite of automated information system differences.  Benefits all stakeholders. Order Entry / Tracking Service (OE/TS) Service to enable the creation and tracking of clinical orders, often made between departments and facilities. Enables health service orders to be electronically given and tracked across organizational boundaries.  Benefits clinician and patient stakeholders. Request For Proposal in development
Party Management Facility Management of relationships between parties; rights, roles, responsibilities, authority.  Joint effort with Finance DTF and others in the “People Who Like People" group. Pharmacy Interaction Service (PIF) Service to facilitate the communication of prescription information between pharmacy prescribers and pharmacy dispensers. Enables presriptions to be electronically given, tracked and dispensed across organizational and disparate computing boundaries.  Benefits clinician and patient stakeholders. Remittance Management Service Interface between Claims Management Service and accounts payable (for payer) and accounts receivable (for provider). Aids financial operational efficiency.  Benefits managerial stakeholders. Request For Information (RFI) distributed
Charge Capture Management Service Service for collection of the information needed to enable effective charging for: procedures, drugs administered, supplies used, services etc.  Will aid internal cost control procedures.  Primarily benefits managerial stakeholders. Industry Request for Information (RFI) issued.
Claims Management Service Requesting payment from a HBP for services provided (services provided by claimant or provided by a third party).  Includes: initial claim, tracking claim status, responding to requests for info. from the payer etc. There are various perspectives on this: provider perspective, payer perspective, patient (or guarantor) perspective.  For purposes of CHST this is seen from the viewpoint of the provider. Industry Request for Information (RFI) issued.
Person Demographics Service Service to provide demographic information about persons (date of birth, name, address, relationships to other people etc.) Will enable improved unique person identification via PIDS and population studies.  Benefits patient and managerial stakeholders primarily. Healthcare Relationship Service Will provide generic relationships and the types of these relationships. May be included in Party Management Facility. Will aid transactions across organizational and automated information system boundaries.  Benefits all stakeholders. Industry Request for Information (RFI) issued.
Health Benefit Plan Management Service Sets the parameters for a Health Benefit Plan. e.g. cost to member of o/p visit, cost to member of prescription (generic or brand), lifetime dollar maximums, drug exclusions, procedure exclusions (e.g. cosmetic surgery).  Includes complex enterprise rules: e.g. if member's primary care physician is a member of an association of physicians then s/he must refer to other association members.  Aids primary care physician (PCP) management of large responsibility within some HBPs - critical role in approving reimbursement for care (gatekeeper).  Benefits clinician and managerial stakeholders. Industry Request for Information (RFI) issued.
Eligibility Service Enables verification that a person is enrolled in a Health Benefit Plan and the enrolment is active.  This will be a query on the Enrolment Management Service.  Determines in which HBP the person is enrolled with and if the HBP has parameters, these will be provided – e.g. name/telephone number of Primary care physician Mitigates risk of fraud and abuse of service.  Benefits managerial stakeholders. Care Authorization Management Service Getting authorization for the provision of a service or resource that is not automatically covered by this Health Benefit Plan. Aids operational efficiency.  Benefits clinician, patient, and managerial stakeholders. Industry Request for Information (RFI) issued.
Enrollment Management Service Establishes a relationship between a person and a Health benefit plan.  E.g., employee and employer relationship puts employee and employees family (sometimes) into an employer sponsored health plan.  Establishes relationship (within HBP) between member and Primary Care Physician (in some cases). Allows interoperability across heterogeneous employer, insurance, and heathcare provider information systems.  Benefits clinician, patient, and managerial stakeholders. Order Management Service Management of Clinical Orders: ensuring that the correct sequence is followed, that orders are forwarded to the correct provider/department. Aids enhancement of care quality.  Benefits clinician, patient, and managerial stakeholders. Future
Clinical Documentation Capture Service Service used to expedite capture and storage of clinical information. Will enhance distributed system performance.  Benefits all stakeholders. Future
Patient Record Management Service providing evidentiality, metadata, review of records by differing views and needs, medical quality assurance. Will aid analysis and decision support necessary to improve care quality, availability, and accessibility.  Benefits all stakeholders. Future
Referral Management Service The act of requesting a Healthcare Specialist to perform services.  This act is performed by the physician who presently has responsibility for the patient. Will improve efficiency and effectiveness of the referral process.  Primarily benefits clinician and patient stakeholders. Future
Scheduling Facility Generic facility that deals with scheduling what, where and when (related to Workflow). Will enable resource scheduling across organizational boundaries.  Primarily benefits managerial stakeholders. Future
Worklist Management Service Utilizes information about planned activities to develop worklists for specific agents. Will enhance staff performance.  Primarily benefits clinician and managerial stakeholders. Future
